Are you ready to grow up your business?

Most people see an FBR notification as a forwarded screenshot. A WhatsApp group shares an image with an SRO number, someone says “new tax from today”, and an accountant gets a worried call. Sometimes the screenshot is real and urgent. Sometimes it changes one date in a table nobody in the group is covered by. And sometimes, as happened on 30 September 2026, it is fake.

The skill that matters is not memorising every SRO. It is knowing how to read one, whether it touches you, and what to do before its date passes. This guide covers what an FBR notification legally is, how to read one, what this week’s notifications mean, how the Finance Act 2026 fits in, and the steps to take.

We use live examples throughout: two sales tax SROs dated 13 October 2026, a video surveillance order for five manufacturing sectors, and the extended income tax return deadline of 15 October 2026. For a monthly round-up of these changes, SRCA also publishes a monthly tax and business bulletin.

What Is an FBR Notification?

An FBR notification is an official instrument the Federal Board of Revenue issues under a power given to it by a tax law. That last part is the key. Parliament writes the main laws, the Income Tax Ordinance 2001, the Sales Tax Act 1990, the Federal Excise Act 2005 and the Customs Act 1969, and amends them each year through the Finance Act. Those laws then let FBR fill in details: set a rate for a sector, change a date, prescribe a form, or name who must comply with a procedure.

So a notification cannot create a tax the law does not allow. It can only use a door the law has already opened. This is why every genuine notification begins by naming the section it relies on.

In practice, people use “FBR notification” for three different kinds of documents, and they carry different weight:

TypeWhat it doesLegal weightThis week’s example
SRO (Statutory Regulatory Order)Changes rates, rules, schedules, exemptions or procedures under a power in the ActBinding law once issuedS.R.O. 1788(I)/2026 on steel sales tax
General order (e.g. Sales Tax General Order)Applies an existing rule to specific sectors or persons, often with datesBinding on those named, within the rule it implementsSTGO 27 of 2026 on video surveillance
CircularExplains the law or announces an administrative decision, such as a deadline extensionBinding on FBR staff; guides taxpayersCircular No. 3 of 2026-27 extending the return date

Press releases, spokesperson posts and news reports are not notifications. FBR’s 7 October statement that its Rs 195 per 1,000 YouTube views figure is a benchmark, not a tax, was a clarification, not an amendment.

Drafts sit in between. FBR sometimes publishes proposed rule changes for comments, such as the current draft to extend social media income rules from “YouTube” to all platforms. Until they are notified, they are proposals.

How to Read an FBR Notification, Line by Line

An SRO looks dense, but nearly all of them follow the same pattern. Take S.R.O. 1788(I)/2026, issued on 13 October 2026, and read it in six parts.

  1. Number and date. “S.R.O. 1788(I)/2026” and “Islamabad, the 13th October, 2026”. The number is how you search for it later and how a tax officer will cite it.
  2. Tax and legal power. It is marked “Sales Tax” and issued under the provisos to section 6(2) of the Sales Tax Act. That tells you it deals with how and when sales tax is charged, not with income tax.
  3. What it amends. It changes S.R.O. 1245(I)/2026 of 31 July 2026. On its own, 1788 makes almost no sense; you have to open 1245 to see what is being changed.
  4. The operative change. In 1245, the word “twelve” becomes “six”, integration with FBR’s system will apply from a date the Board sets later, and two words are removed from one sub-clause.
  5. Effective date. “This Notification shall take effect from the 1st day of October, 2026.” Issued on the 13th, effective from the 1st: it reaches back nearly two weeks.
  6. Signature and file number. The issuing officer and reference number, useful when you need to quote it in correspondence.

Now put it together. S.R.O. 1245 charges steel melters and composite units sales tax per unit of electricity consumed: Rs 30 for local scrap users, Rs 35 for captive power, and Rs 5 where more than 70% of scrap is imported or supplied by an EFS licensee. Until 1 October, that 70% test looked back twelve months. Now it looks back six.

What does that mean for a real unit? A melter that switched heavily to imported scrap in spring may now qualify for the Rs 5 rate sooner. A unit that leaned on imported scrap last year but shifted to local scrap recently may drop out of it sooner. Either way, the October return should be prepared on the new six-month figures.

That is the habit worth building: never act on the headline of an SRO. Read the parent notification, the effective date and the exact words changed.

STGO 27 of 2026: cameras on the production line

What it means. Manufacturers of packaged tea, household electronics (refrigerators, freezers, washing machines, televisions, air conditioners), paper and paperboard, edible oil and ghee, and leather, including toll manufacturers, must monitor production by video under section 40C of the Sales Tax Act. FBR wants to compare what leaves the factory with what is declared.

What to do. Install IP cameras and a recorder on every line through one of four FBR-authorised vendors, covering entry points, halls, each line, packaging and dispatch. Keep footage for two months and report breakdowns within one hour. From 15 October, goods made without a working system may not leave the premises.

S.R.O. 1789: a date moved, but for whom?

What it means. S.R.O. 1190(I)/2019 works under section 8B, which limits how much input tax a registered person can adjust. Its Table-1 lists special cases with dates. This SRO extends the date at S. No. 15 to 31 December. What to do. The SRO does not say who sits at S. No. 15. Check the consolidated table before relying on it.

The return deadline

What it means. Circular No. 3, issued under section 214A, extended the return date for people due on 30 September to 15 October 2026. What to do. File today. No further extension had been announced at the time of writing, and a fake extension circular circulated on 30 September.

All three sales tax items follow one trend: FBR is tying tax to things it can measure, such as electricity units, camera feeds and real-time invoices. If your sales tax registration or profile needs fixing first, SRCA’s explainer on SECP, NTN and sales tax registration covers the basics.

Finance Act 2026 Tax Changes and New Tax Rates in Pakistan 2026

The Finance Act 2026, gazetted on 26 June 2026, is the law behind most of this year’s notifications, and most changes apply from 1 July 2026 (Tax Year 2027). Some only gave FBR a power: the Act allowed electricity-based tax on steel, and S.R.O. 1245 set the rates. Expect more notifications under these powers.

According to FBR’s budget salient features, the main changes are lower salaried tax, no super tax below Rs 500 million, a new withholding regime for social media income under section 154B, revised withholding on services, faceless audits and wider real-time integration. SRCA’s guide to corporate tax compliance in Pakistan explains the yearly obligations these changes sit on.

For salaried people, nothing changes up to Rs 2.2 million a year. Above that, each bracket is cheaper, and 35% now starts at Rs 7 million instead of Rs 4.1 million. Returns filed this week still use the Tax Year 2026 column.

What You Should Do Now

The right action depends on who you are. Start with the dates.

Salaried individuals. File your return today if you have not. Late filing brings penalties and can keep you off the Active Taxpayers List, which raises the withholding you pay on bank, property and vehicle transactions. Then check your July–September payslips used the new slabs. SRCA’s step-by-step guide to filing an income tax return online walks through IRIS.

Employers and withholding agents. Confirm payroll moved to the new slabs in July; fix any over-deduction in the next payroll, not at year-end. Remap vendors to the revised services withholding categories, because one wrong mapping repeats on every payment. Clean records make the 20 October statement quick; SRCA’s accounting services cover the reconciliations behind it.

Manufacturers. If you are in an STGO 27 sector, keep the vendor’s installation certificate. Steel units should recalculate their imported-scrap share over six months from 1 October.

Exporters, importers and creators. Check your bank applies 1.25% on export proceeds, and check customs rates by exact PCT code after the budget’s duty cuts. Creators should expect 5% deduction on platform receipts if on the ATL and 10% if not.

Companies. Returns for a 30 June year-end are generally due by 31 December 2026. Use the time to review super tax exposure under the new Rs 500 million threshold.

If you have missed a date or received a notice, respond quickly and in writing. SRCA’s taxation services team handles returns, withholding statements and notice responses.

How to Verify an FBR Notification or SRO

The fake circular of 30 September copied wording FBR had used a year earlier and spread faster than the denial. These checks take five minutes.

  1. Find it on fbr.gov.pk. SROs sit under SROs/Notifications; circulars and general orders under Orders/Circulars. A screenshot alone is not verification.
  2. Match number, date and legal power exactly against the copy on FBR’s site.
  3. Read the effective-date clause, usually the last paragraph.
  4. Open the parent notification if it amends an earlier one.
  5. Search for later amendments citing the same number.

Frequently Asked Questions

What does an FBR notification mean for me?

It means FBR has used a power under a tax law to change a rate, date, rule or procedure. Whether it affects you depends on the persons it names. Read the operative paragraph and the effective date.

Where can I check the latest FBR notification in Pakistan?

On fbr.gov.pk, under SROs/Notifications and Orders/Circulars. The homepage update box and FBR’s verified X account (@FBRSpokesperson) show the newest items.

How can I find an FBR SRO issued today?

What are the Finance Act 2026 tax changes?

Lower salaried tax above Rs 2.2 million, no salaried surcharge, no super tax up to Rs 500 million, flat property advance tax, 1.25% on export proceeds and new withholding on social media income, all from 1 July 2026.

How do I confirm a notification’s effective date?

Read its closing clause. The effective date can differ from the issue date and can even be earlier, as with S.R.O. 1788.

How can businesses stay updated on FBR changes?

Check FBR’s website weekly and assign one person to read new SROs against your operations. SRCA’s business advisory team offers ongoing support of this kind.
